Why is this report a ready roadmap for developing the National Action Plan on Violence Against Women and Gender-based Violence? Because it provides an initial framework and content for a NAP announced in the federal budget in April 2021. Governments at all levels now have the definitive answer to the question: What will it take to achieve a Canada free of gender-based violence? The NAP is framed around four areas of social policy called pillars: enabling environment and social infrastructure; prevention; support for survivors; and promotion of responsive legal and justice systems. Numerous themes are covered within each pillar. 100 recommendations for policy actions relate to these themes. Attached to recommended policy actions is advice for ensuring its monitoring, evaluation, accountability and learning from the start. Values and principles that must guide the NAP are emphasized throughout the report, e.g. the experience and expertise of those most affected by GBV must be centred. 1000 person-years of experience and knowledge are represented in this report. 10 years of advocacy for a NAP led to this milestone.
